Challenge

Fintech penetration outside major towns in Uganda was extremely low, with cash dominating community transactions. Millions of people were excluded from the formal digital economy, while telecom companies were reluctant to onboard third-party aggregators. Pebuu faced the challenge of breaking into a telecom-dominated market and building community-level trust without large capital reserves.

Solution

Pebuu adopted a grassroots-first model, focusing on building digital finance from the community upward. The approach empowered small businesses, merchants, and agents as the foundation of financial inclusion. To expand reach, Pebuu formed strategic partnerships with leading telecom, banking, and retail institutions including MTN, Airtel, Stanbic Bank, GT Bank, Centenary Bank, and TOTAL service points. The company also launched innovative solutions such as the Pebuu School Card Program, enabling cashless school transactions through electronic wallets, promoting transparency, security, and digital adoption.

Impact

Expanded to 2,400 merchants across Uganda.
80% of merchants operate using POS machines; 20% via the Pebuu mobile app.
Introduced Pebuu Care, a microcredit solution empowering women and youth entrepreneurs through real-time lending.
90% of Pebuu’s field agents are women, advancing gender inclusion in financial access.
